Synopsis
|
Grievant, a regular employee, grieved when a substitute secretary with less seniority was selected to fill a Secretary II vacancy. This case contains several conclusions of law about filling school service positions and approves the use of fairly administered tests. Grievant did not pass the qualifying skills test for a Secretarial II position and was thus not qualified for the position. Her prior service in other classifications did not give her any seniority in the secretarial classification. All applicants were tested. No findings of fact or conclusions of law and henceforth grievances will be remanded for compliance.
