|
Grievant was eligible for a reclassification and a salary increase in Dec. 1985. The request was processed by the DOE and sent to the Governor's office in Feb. 1986 where it languished for several months. The hearing examiner found that the DOE had not acted negligently and the matter was outside its control and not cognizable as a grievance under 19-29-2(a).
