Synopsis G, in late June, complained to his immediate supervisor about his early-June evaluation. Because of summer break and with agreement of all, the informal, pre-Level I conference was held in August. According to G, he hand-delivered a copy of his Level I grievance to R's central office later in August, since his principal was away from work; in late September, when he asked that his claim be advanced to Level II because he had heard nothing from his Level I filing, he was advised he had not, in R's view, timely filed his claim (R was unaware of Level I filing until after G's late-Sept. contact). DECISION: G's version of events is believed; he substantially complied with time requirements and therefore, his case is REMANDED to Level I for prompt consideration on merits.
