Grievant alleges violation of W.Va. Code 18A-4-8b in that he was equally or better qualified and had earned more seniority than the successful applicant for the position of principal at Fountain Elementary School. DECISION: DENIED. The successful applicant had completed more graduate education than the grievant and had earned six years administrative experience as a principal and vice principal while the grievant had no formal administrative experience.
