Synopsis G works in Processing Division and applied for two paralegal assistant positions in June 1988. She alleges that she was denied certification for the position by Civil Service due to two letters submitted from individuals who have no knowledge of her experience, training or qualifications and are not and have never been her supervisors. G requests that the individuals who wrote the letters be reprimanded and the letters pulled from any and all files. DECISION: In order to be qualified for a paralegal position, an individual must have completed an approved paralegal assistant program from an accredited college or university or have had two years' experience in a legal setting performing specific duties under the supervision of an attorney. G has not enrolled in any approved paralegal assistant program and the evidence of record established that G work experience does not qualify her for the position. GRANTED insofar as it is ORDERED that the letters in the files of the Workers' Compensation Fund and Civil Service System be removed. DENIED in all other aspects. Incumbent upon the G to prove the allegations of her complaint by a preponderance of the evidence. Formal reprimand would not benefit G and therefore cannot be relief granted by WVESEGB.
