|
Forty speech therapists protest assignation of more students for therapy than allowed by a state regulation and request reinstatement of the prior number of students assigned them. Respondent contends grievants have no standing. Respondent concedes that it violated the regulation but contends that the cause is that it is unable to hire enough therapists to fill its vacant therapist positions.
