DECISION: Opinion contrary 18A-4-8b(b) and there is no support for a summer-time seniority system. Case REMANDED for determination whether Grievant's evaluations were satisfactory since, under Code, 18A-4-8b(b) the most senior qualified applicant is entitled if evaluations are satisfactory.
