Grievant, a homebound teacher, claims she is hired to directly work only with elementary students, although she admits to 'facilitating' instruction of hospitalized secondary pupils. She complains of her recent assignment to a 19-year-old homebound girl functioning on a very low intellectual level, whom she classifies as secondary. DECISION: GRIEVANCE DENIED. The issue of whether Grievant ' is hired to work only with elementary students, ' which Respondent denies, need not be reached, although it is noted Grievant is certified not only in Elementary Education but also in Physically Handicapped, K-12. Even though the girl must be considered secondary for some purposes, i.e., her age level, the unrefuted testimony is that she is functionally elementary or pre-elementary.
