Grievant contends that he possesses superior qualifications and more seniority over the successful applicant and the Board's actions violated W.Va. Code 18A-4-8b(a). DECISION: DENIED; Successful candidate, as well as Grievant, met minimal qualifications for the position and Grievant presented no evidence that he was discriminated against in the selection process or that the selection process was flawed. The discretionary exercise of a board of education to employ professional personnel should not be disturbed unless it was shown to be clearly wrong.
