In this case parents sought to remove a teacher from his position because he had alleged held a student hostage to obtain a confession that he had stolen a pair of tennis shoes. The S.Ct. held a teacher was not a public officer subject to removal under 6-6-7. This is a procedure for employers and employees to reach solutions to problems. It does not contemplate matters arising between persons (parents) outside the employment relationship. The GB does not acquire jurisdiction until the CB acts and can not process complaints by parents against teachers.
