Synopsis
|
G was employed as a teacher's aide for one year then RIFFED and was placed on a preferred recall list for the next school year and was periodically called as a substitute aide. A bus operator position was posted and WVSSPA advised Superintendent she should have job if she was qualified and training was scheduled. The CB filled the position with the most senior substitute bus operator. The case holds G was not qualified when the position was filled and CB had no duty to hold the position open until she became qualified.
