G, presently teacher but formerly an assistant principal and principal, contends she is more qualified than the individual hired as principal, or, if equally qualified, she has more seniority. Evidence showed that G and the successful candidate were equally qualified and the selection had been made on basis of 'principal's seniority.' DECISION: Both parties made arguments regarding 'principal's seniority,' but 'principal's seniority' may be considered only in determining which candidate is better qualified. If they are equally qualified, the issue of seniority rests on who had been longer 'professionally employed by the board of education. Under W.Va. Code 18A-4-8B, there is no difference between seniority as a teacher or a principal. Under the statute's standard G had more seniority than the successful candidate. GRANTED.
