W.Va. Code 18A-4-15(1) provides that a county board of education 'shall assign substitute service personnel...[t]o fill the temporary absence of another service employee.' However, the statute does not require a county board of education to provide a substitute in each and every instance of a service employee's absence, when that employee's essential duties are few and may on a very temporary basis be covered by remaining staff.
