GRIEVANCE PROCEDURE NOT DESIGNED TO BE A 'SUPER-INTERVIEW' BUT RATHER A REVIEW OF HIRING DECISION AS OF THE TIME THEY ARE MADE UNLESS A SIGNIFICANT FLAW IN THE SELECTION PROCESS CAN BE DEMONSTRATED. GRIEVANT FAILED TO SHOW SUCH A FLAW OR THAT RESPONDENT OTHERWISE ERRED IN SELECTING OTHER APPLICANT. THERE WAS NO DENIAL OF DUE PROCESS IN GRIEVANT NOT BEING GIVEN A GRIEVANCE HEARING PRIOR TO ACTUAL HIRING DECISION MADE, BUT AFTER INTERVIEWER'S RECOMMENDATION TO RESPONDENT WAS MADE PUBLIC PREMATURELY.
